In 1984, as one of the better things he did, President Ronald Reagan declared July to be National Ice Cream Month (The Chocolate Cult has been celebrating all month and will continue to do so) but also made the 3rd Sunday of July National Ice Cream Day.  I suspect heavy influence from dairy businesses myself but this doubling up of "important days" also reflects a trend among politicians to try
